Can new lua scripts be added to a broker in order to create a new check?

In short, yes. Instructions for configuring a custom module with Reconnoiter can be found in the Circonus User Manual and additional information can be found in the Reconnoiter Manual which is also available for public viewing from OmniTI Labs.
